Goverance and Organization Structure
The Election Center is a registered corporation with the Commonwealth of Virginia as a non-stock, non-profit corporation. Activity of the Election Center is regulated by provisions of Section 501 (c) (3) of the Internal Revenue Code.
As a non-stock, non-profit corporation, the Election Center is governed by a Board of Directors. Directors are appointed and serve in accordance with the adopted by-laws of the corporation. The Board of Directors determines staffing needs, sets policy, adopts the annual budget and provides fiduciary and leadership oversight for the corporation.
Membership status in the Election Center is established to facilitate the dissemination of information and promotion of conferences, events and educational programs; to encourage a professional identity and camaraderie among election officials; and to provision benefits to those individuals and organizations that choose to become members. Participation in Election Center events and activities is provided to non-members on a more restricted basis.
Annual conferences, training workshops, professional education programs and consultant contracts sponsored by and/or undertaken by the corporation align with the IRS Section 501 (c) (3) status. These activities serve exclusively to sustain the corporation and to serve its membership consistent with the purposes outlined in the corporation's adopted by-laws.
